I think it is usually a member of the public that steps up and helps out with TNR. You can always contact some people who do that sort of thing and see if they want to get involved - it is always a good idea to get community cats spayed and neutered!

I think Walmart should help by feeding and TNR. The managers should try to make a plan for this.
